Clothing in Slots:

Empty - Does not affect slot
Fills - Cannot occupy slot if something is already there
Covers - Blocks but does not fill a slot. Example. Socks would fill Feet - Under, and Cover Feet - Accessory, Shoes would Fill Feet - Over, and cover Feet - Under. Can't put on something that is covered. This will be useful when the PC is wearing locked on clothing like bondage mittens. If they can't remove them they can't wear rings. But there may be things like fingerless gloves that fill Hand - Under but don't cover Hand - Accessory.
